State Executive and Legislature
A Legislative Council can be created in a state when the Legislative Assembly passes a resolution by a special majority and:
Under Article 169, after the Assembly’s special-majority resolution, Parliament may create or abolish the Council by an ordinary law. Article 169(3) expressly says such a law is not an amendment of the Constitution for the purposes of Article 368, so no special majority or ratification is needed.
1857 and the Freedom Movement in Chhattisgarh
The Kandel satyagraha of 1920, which brought Mahatma Gandhi to Chhattisgarh for the first time, was directed against:
At Kandel village in Dhamtari, peasants refused to pay a canal water tax/fine imposed by the irrigation department. Led by Pt. Sundarlal Sharma, Babu Chhotelal Shrivastava and Narayan Rao Meghawale, the protest led to Gandhi’s first visit (Raipur, 20 December 1920) and the demand was withdrawn. Forest grievances belong to jungle satyagraha and mill wages to Thakur Pyarelal Singh’s Rajnandgaon strike.
Reading Comprehension
Read the passage and answer the question.
Many small farmers in the district now take two crops a year instead of one. This became possible after check dams were built across seasonal streams, holding water well into the winter months. In years of weak monsoon, however, the dams fill only partly, and the second crop is often abandoned midway.
Which of the following can most reasonably be inferred from the passage?
The passage links weak monsoons to partly filled dams and abandoned second crops, so the second crop still depends on the monsoon. That directly contradicts ‘independent of the monsoon’; farmers earlier grew one crop, not none; and abandonment happens in weak-monsoon years, not every year.
